You would need a driver for Ubuntu and the specific mimaki device ( i don't think mimaki uses HPGL)
The mimaki cutter you have only has a USB interface doesn't it so a laptop with serial or parallel ports is useless.
So options would be:
1. Windows + Inkscape + mimaki driver + USB cable (but from mimaki site not sure they support windows 7 yet)
2. Ubuntu + Inkscape + mimaki driver (don't think one exists) + USB cable
3. Ubuntu and an Inkscape supported cutter that supports HPGL ...maybe? + USB->Serial cable
The apps use the driver so the app stuff is kind of irrelevant - use the one that most suits your needs

when inkcut talks about a serial port I assume it means from the PC, meaning if
i use my old laptop which has a serial port and connect it to my cutter via a serial to usb i would then only have to change my cutter to HGPL?

nah it means serial on the device - you could use a usb->serial to connect your PC usb port to the serial on the cutter but I'm pretty sure it wont work the other way - might do .. worth a go but I doubt it.

If you're really stuck, I've got an old pc in my cellar here that I think has a serial port which you can have. It's one of those shuttle ones so nice and small - might even have a shitty old monitor too.
