some people say not much but you have to remember that the 25ms is the number that the manufacturer is reporting and in real world apps it could be somewhat more. If we take the nice people who make the screens at their word and believe 25ms then
1 second / 25 milliseconds = 1 / 0.025 = 40
i.e. the screen can only change values 40 times per second which makes me wonder how they can claim to have a refresh rate of 60 or even 75 hz. In the bad old days, people with LCD screens used to complain of lag when playing games. Of course those of us with 8ms screens have never experienced this and so could not possible comment (oops). I suspect that a 25ms screen is gonna be fine for most things but could be quite annoying for games. Not because you notice things on the order of 25ms but because of the interaction between reaction time, refresh rate of the screen, refresh rate of the video card and the rate at which the game is trying to put frames on the screen.
Another thing to baer in mind with high end systems such as yours is that the vga card is pumping frames out so fast the the screen sometimes can't keep up and you get these weird and very annoying and very obvious tearing effects. This is why I first starting turning on the option "wait for vertical sync". Thing is if your monitor is not up to scratch and you turn on vertical sync your frame rate is gonna plummet. These and a host of other problems which I can only start to imagine.
It would be very interesting for the rest of us to find out what can go wrong with this kind of screen but my advice to you is don't go there girlfriend!
You can get 8ms or 12 ms 19" screens nowadays for under $300 so erally there's no excuse to buy a slow one. If you can't afford a fast LCD then buy a CRT.

interesting choice! not sure I would have it as my primary monitor as you'll always have to work/play in a darkened room (not so bad).
buy the 19" flat panel unless you can egt a 20" for the same money
