where is steam installed?
If steam is installed on D then I suggest you use your CDs as coasters and just open steam and claim HL2 then insert your CD key (which is the only thing that really should be in your HL2 box) and download it.

if already on C I'd consider reinstalling steam afresh on your D

in my experience i found it better to let steam do all the loading then all the games follow the location of the initial steam installation - in my case d:
if you load via cd you can get two installations ... one where you choose the game itself to go and a copy across to the steam folder when you ask to play it through steam.
steam takes ages but chugs along steadily...
